EU urges Greece to stay in euro, plans for possible exit

BRUSSELS (Reuters) - European Union leaders, advised by senior officials to prepare contingency plans in case Greece decides to quit the single currency, urged the country to stay the course on austerity and complete the reforms demanded under its bailout program.

After nearly six hours of talks held during an informal dinner, leaders said they were committed to Greece remaining in the euro zone, but it had to stick to its side of the bargain too, a commitment that will mean a heavy cost for Greeks.

"We want Greece to stay in the euro, but we insist that Greece sticks to commitments that it has agreed to," German Chancellor Angela Merkel told reporters after a Wednesday evening summit in Brussels dragged long into the night.

Three officials told Reuters the instruction to have plans in place for a Greek exit was agreed on Monday during a teleconference of the Eurogroup Working Group (EWG) - experts who work for euro zone finance ministers.

The Greek finance ministry denied there was any such agreement but Belgian Finance Minister Steven Vanackere, said: "All the contingency plans (for Greece) come back to the same thing: to be responsible as a government is to foresee even what you hope to avoid."

Two other senior EU officials confirmed the call and its contents, saying contingency planning was only sensible.

In its monthly report, Germany's Bundesbank said the situation in Greece was "extremely worrying" and it was jeopardizing any further financial aid by threatening not to implement reforms agreed as part of its two bailouts.

It said a euro exit would pose "considerable but manageable" challenges for its European partners, raising pressure on Athens to stick with its painful economic reforms.

Greek officials have said that without outside funds, the country will run out of money within two months and there remains the threat that if it crashes out of the euro zone, other member states could be brought down too.

A document seen by Reuters detailed the potential costs to individual member states of a Greek exit and said that if it came about, an "amiable divorce" should be sought with the EU and IMF possibly giving up to 50 billion euros to ease its path.

Although EU leaders' minds will have been focused by that prospect, disagreements have flared over a plan for mutual euro zone bond issuance and other measures to alleviate two years of debt turmoil, such as giving countries like Spain an extra year to make the spending cuts demanded of them.

"The idea is to put energy into the growth motor. All the member countries don't necessarily share my ideas. But a certain number expressed themselves in the same direction," new French President Francois Hollande told reporters.

For the first time in more than two years of crisis summits, the leaders of France and Germany did not huddle beforehand to agree positions, marking a significant shift in the axis which has traditionally driven European policymaking.

Instead, Hollande met Spanish Prime Minister Mariano Rajoy in Paris to discuss policy, before the pair travelled to Brussels by train.

Despite fears Greeks could open the departure door if they vote for anti-bailout parties at a June 17 election, Spain, where the economy is in recession and the banking system in need of restructuring, is at the front line of the crisis.

After meeting Hollande, Rajoy said he had no intention of seeking outside aid for Spain's banks, which are laden with bad debts from a property boom that bust and still has some way to go before it touches bottom.

But his government said its rescue of problem lender Bankia would cost at least 9 billion euros and it is also seeking ways to help its highly indebted regions meet huge refinancing bills.

SHIFTING SANDS

Socialist Hollande's election victory has significantly changed the terms of the debate in Europe, with his call for greater emphasis on growth rather than debt-cutting now a rallying cry for other leaders.

That has set up a showdown with conservative Merkel, whose primary objective is budget austerity and structural reform.

At his first EU summit, Hollande chose to make a stand on euro bonds - issuing common euro zone debt - despite consistent German opposition to the idea. "I was not alone in defending euro bonds," he said.

Merkel showed no sign of dropping her objections to the proposal, which she has said can only be discussed once there is much closer fiscal union in Europe. "There were differences in the exchange about euro bonds," she said bluntly.

The Netherlands, Finland and some smaller euro zone member states support her.

No major decisions were made at Wednesday's summit, which was intended to promote ideas on jobs and growth ahead of another meeting at the end of June.

But debate was intense, not just over euro bonds but over how to rescue banks and whether to give more time to struggling euro zone countries to meet their budget deficit goals.

"We haven't come together to confront each other ... but we have to say what we think - what are the right instruments, the right methods, the right steps, the right initiatives to raise growth," Hollande said.

The leaders discussed broad measures to stem the fallout from a winding up or restructuring of bad banks, EU officials said, with the European Central Bank pressing for the bloc to stand behind its struggling lenders but with Merkel's approval seen as far from guaranteed.

At the heart of the discussion are proposals from the European Commission for a legal framework to wind up or reorganize insolvent banks so as to avoid a repeat of the multi-trillion-euro taxpayer bailouts during the financial crisis.

Another suggestion is for the euro zone's rescue funds to be allowed to recapitalize banks directly, rather than having to lend to countries for on-lending to the banks. But that is another idea with which Germany is uncomfortable.

Having rallied on Tuesday, European stocks dropped 2.2 percent as investors priced in a lack of dramatic policy action. The euro tumbled against the dollar to its lowest since August 2010 and Spanish and Italian borrowing costs climbed.

A German two-year debt auction gave a stark illustration of how money is dashing for safe havens. Investors snapped up the 4.5 billion euros of paper on offer even though it came with a zero coupon - offering no return at all.

SEARCH FOR GROWTH

With the euro zone registering no growth in the first quarter and threatening to slip back into recession, policymakers touted three ideas to provide stimulus:

- 'Project bonds' backed by the EU budget to finance infrastructure projects alongside private sector investment.

- Doubling the paid-in capital of the European Investment Bank, the EU's co-financing arm, to a little over 20 billion euros.

- Redirecting structural funds which tend to flow to poorer countries, to other areas where they might reap more immediate growth rewards.

Even if all three proposals were to be activated quickly, economists say they will not provide a sufficient shot in the arm to the euro zone and the wider EU economy.

DENTON, Texas -- East Baton Rouge Parish, Louisiana homeowners, business and residential renters, and business owners who do not have flood insurance are encouraged to buy coverage now to get the best possible premiums before new flood insurance rate maps go into effect.?

The new East Baton Rouge Parish flood maps which cover portions of Zachary, Central City and the unified city and parish of East Baton Rouge become effective on Tuesday, June 19 giving those who haven?t purchased flood insurance yet, time to get the best possible premiums to protect their property from potential flooding.

?While many people are required by mortgage and lending companies to have flood insurance, FEMA and the National Flood Insurance Program (NFIP) strongly recommend that everyone have flood insurance,? said Acting Region 6 Administrator Tony Robinson. ?The reason is simple: You don?t have to be in a mapped floodplain to flood.?

The Social Media Path - Leontanner68's blog

Social Media Path May is already upon us so that means this is now my fifth guest post of the year. ? I?m so happy that they?ve been so well received and you all have been enjoying these fabulous bloggers.

Today?s post is from the lovely Donna Merrill who is streamlining her way in social media. She also has another fabulous talent but I?ll let her share that with you.

Hi I?m Donna Merrill of donnamerriltribe.com. I?ve developed a successful online business primarily by walking along the social media path.

I have been a practicing clairvoyant for about 30 years. I first hung my shingle outside a brick and mortar shop that has now turned into a phone and Skype business. Clairvoyant consultations are my primary passion and I maintain a very active practice to this day.

Recognizing the financial state so many of my clients were in, inspired me to do something about it. I wanted to introduce folks to a ?back door? alternative to their J.O.B. For those who had gone beyond the employment thing, I wanted to show them how to take their passion in life and manifest it. This is when I discovered the immense power and liberating empowerment of Internet Marketing.

The Beginning Of My Online Journey

I took many courses and spend tons of money learning my way around the Internet Marketing universe. I started my own blog and focused on the needs of ?newbies? coming into the fold. I just wanted to make it an easier, friendlier place for them to start their own business.

So I kind of tumbled into this new world because of my clients. It was like ?Donna to the rescue on her white horse? ha ha. But , truthfully, this was the source of my inspiration.

Fast forward 2 years. As I morphed into the fascinating niche of Social Media, I grew my online business exponentially. Now I?m coaching ?solo-preneurs? to establish online businesses of their own. More and more, I?m finding people with offline businesses are coming to realize how important it is to have their business on the internet.

One of my clients, for instance, is a home decorator. She depends on a specific geographical radius within which she can work. During a consultation, I suggested that she develop an online presence. She hired someone to build her a blog and all the social site connections. Now, she has become an online decorating consultant, her clients are located all over the globe, and her income has skyrocketed.

That gives me joy. That is why I wake up in the morning. To see others prosper and be happy.

Advice From An Expert

The best advice I can give anyone doing business online is this. If you apply your skills and talents to a higher purpose, whether it be for your followers, your network marketing team? or to fulfilling your own special dream? you will be far more successful than you could ever be by working for profit and income first, and passion only as an afterthought (at best).

The other key to success is to Never push or manipulate people into buying whatever you sell, be it a product, your talents or services. Instead, using social media platforms, put your efforts in getting to know people. Give them good content. Whatever you learn? turn around and teach it. Even if you take a learning nugget for granted, there are those out there who will appreciate it.

And never forget this: People buy People! They don?t want your product, talent or service. They want ?you?. Keep that mindset when you are writing on any platform. Be yourself and that is the best way to make close connections and build trust. I attribute this principle, above all others, to my own success with Internet Marketing.

So, where do my online clients come from?

Yup?I know that is the question in your mind as you are reading this.

The answer is simple: Mainly, through contacts I?ve made in Social Media.

Using the various Social Media platforms is only part of the whole puzzle. But I am convinced it is the MOST important part.

The Other Parts

Now, other parts of the puzzle are important, too. Creating a list is a critical piece. Your list is golden. It is absolutely essential to growing a business, as opposed to making a ?quick buck?.

Once you have your list, you can offer subscribers your products and/or services, valuable information, and highly relevant content. Mostly, you always maintain close relations with them.

But my experience has been that there is no better way to create a client/customer list than through Social Media. When you?ve established a reputation in the social platforms?what internet marketers call ?social proof?, you?ve got a real connection and relationship with people who end up on your list. You attract them to your list because of what they see you doing online. You don?t have to look for them, you don?t have to sell anything to them, or convince them to do something.

Having established your cache of social capital, people will see you. You become the commodity, not what you have to sell. There is no better way to build a real and lasting business online.

So get out there, give all you can to establish your own social proof, and I?ll see you along The Social Media Path.

Australia says big tobacco aiding WTO challengers

GENEVA (Reuters) - The tobacco industry is providing legal advice to Ukraine and Honduras in their challenges to Australia's new tobacco packaging rules at the World Trade Organization, Australian Health Secretary Jane Halton said on Tuesday.

"We know that the tobacco companies, because they have admitted it, are providing legal advice to WTO members in order to encourage them to take action against Australia," she said.

Halton was speaking at an event on the sidelines of the World Health Organization's annual ministerial assembly in Geneva, where WHO director-general Margaret Chan called for stepping up the "tooth-and-nail fight against one of public health's biggest enemies -- the tobacco industry."

Australia is planning to introduce tough new packaging regulations for tobacco from October 1 which will force producers to abandon distinct colorful branding and sell their cigarettes in uniformly drab packets with no adornments. Other tobacco products such as cigars must follow suit by December 1.

"We believe this deals with one of the last forms of tobacco advertising in our country - the packet," Halton said. "We are very very confident that we can withstand these attacks, our government will not be intimidated."

Smoking rates in Australia have declined to 15.1 percent in 2010 from some 30.5 percent in 1998. "Our objective in the next few years is to reach 10 percent and hopefully lower," she said.

Ukraine and Honduras have challenged the move at the WTO by saying it unfairly restricts trade, even though neither country has a significant share of the Australian market.

"We are a long way from both countries and we have very, very little trade with them," Halton said.

Both complainants have "requested consultations" with Australia, the first step in the WTO legal process. The first round of negotiations was held in the past month, she said.

"Our belief is that some people in the meeting were British American Tobacco lawyers," she told Reuters, adding that she wasn't aware of any date for a second round.

A spokesman for British American Tobacco confirmed to Reuters that the company had provided assistance for the WTO challenges but could not confirm that BAT lawyers were directly involved in the talks.

If the case is not settled by negotiation, Honduras or Ukraine could ask the WTO to set up a panel of arbitrators to judge the dispute. If Australia were to lose, it could be forced to undo some of its rules on tobacco.

The two trade suits have attracted a large number of countries as third party observers to the disputes, and some diplomats see them as test cases in the struggle by tobacco firms to halt a global tide of regulation that has sharply tightened the rules on cigarette sales over the past decade.

British American Tobacco, Imperial Tobacco and Philip Morris have launched High Court challenges against the Australian laws, saying they infringe their trademark rights.

Halton told Reuters that she expected that the High Court's decision could come by October.

She also said health must be factored into trade in future.

"When we negotiate new trade agreements, we need to be very clear that the right to protect health of our community is paramount. We will make sure we live up to our obligations under the Framework Convention on Tobacco Control," she told the talks, referring to the WHO's treaty ratified by 174 countries.

Philip Morris' chief financial officer Hermann Waldemer has said he expects more countries to challenge Australia's rules at the WTO, according to a transcripts analyst calls provided by ThomsonReuters Streetevents.

A Philip Morris spokeswoman told Reuters earlier this month that the firm was open to supporting governments that challenge Australia on plain packaging but it was not providing support to Ukraine in its WTO complaint.
