Ghana's NDC backs Mahama, seeks unity ahead of vote

KUMASI, Ghana (Reuters) - Ghana's ruling National Democratic Congress (NDC) party nominated interim president John Dramani Mahama on Thursday as its candidate for a December presidential race, hoping a near-unanimous vote will restore unity after months of infighting.

Mahama, who replaced the late president John Atta Mills as head of the cocoa, gold and oil-producing nation when he died last month, was the party's intended candidate but had to be confirmed by a vote of the party congress in the town of Kumasi.

He won 99.5 percent of 2,792 ballots cast in a vote that the party hopes will mend rifts that have centered mainly on a leadership challenge from the former first lady and wife of Ghana's longtime ruler Jerry Rawlings.

Mahama is expected to face a tough challenge from the main opposition New Patriotic Party candidate Nana Akufo-Addo.

"It is a massive endorsement and an overwhelming confidence-building in the candidate - a strong signal that the rank and file of our party are in a hurry to hit the campaign grounds," deputy NDC general secretary George Lawson told Reuters.

Akufo-Addo lost narrowly to Mills in 2008. Mills oversaw the start of oil production and Ghana's economy is booming but he will be challenged on how much of the newfound wealth has trickled to ordinary Ghanaians.

The congress, held in the second largest city of Kumasi, a stronghold of the opposition NPP, was attended by top officials of the party, clad in mourning clothes in memory of Mills.

The Rawlingses have openly criticized Mills's government for failing to tackle corruption and mismanagement. Nana Konadu Agyemang-Rawlings tried to win the NDC ticket in a December vote but Mills easily defeated her.

Mahama said Mills's death offered the party a shot at unity.

"I will do everything in my honor to open that door of opportunity and re-cement the bonds of unity that held us together in the NDC," he said, drawing resounding cheers.

In recent months there had been speculation that Rawlings, 65, who dominated Ghanaian politics for two decades after his 1979 coup and hand-picked Mills to take over the NDC in 2000, may split to form his own party.

But he arrived at the convention to cheers and threw his weight behind Mahama, albeit also calling on him to restore integrity to the presidency, government and to the party.

"These are defining moments for the party - as we find ourselves at the crossroads let us use this gathering, hopefully, to get back to the noble principles and values that have always distinguished us from other parties," he said.

"Let us begin to show civility towards each other in the hope that it is not too late how much of the damage we've done to each other," he added.

Hundreds of studies have examined the physiologic roles of HA and found HA involved in anti-inflammation, anti-oxidation, immune cell activation in addition to joint lubrication, cartilage support and pain control.3 Molecular weight affects HA biological activity in all of these roles. The anti-inflammatory character changes to one that is pro-inflammatory as size decreases.12 Smaller sized molecules participate in the activation of eosinophils.13 Larger molecules suppress cytokine production in mice.14,15

Hyaluronan physiologic function varies with molecular weight. Intra-articular injection of 1.5 MDa in canine joints that normally contain 2-3 MDa HA failed to provide benefit.4 This is consistent with studies in rabbits showing that the benefit is less when HA replacement is done with a molecular weight below that of the native HA.16

Similar studies in humans with existing products for intra-articular injection found differing efficacies on a variety of parameters; molecular weight varied among the products.17 Not all HA is the same.17,18

Fed survey finds moderate US growth during summer

(AP) ? The U.S. economy grew moderately in July and early August, and hiring was more robust than in the previous six-week period, the Federal Reserve said Wednesday.

The Fed report on business conditions said nine of its 12 districts reported growth that was "modest" or "moderate." That's roughly in line with the conditions described in the previous report.

Strength in auto sales, tourism and home sales in July and early August offset weakness in manufacturing.

The report comes two days before Fed Chairman Ben Bernanke will address an annual conference of economists in Jackson Hole, Wyo. Investors will be listening for any signals about whether the Fed might take action at its next policy meeting Sept. 12-13 to stimulate the economy.

Michael Gapin, an economist at Barclays, said he viewed the latest Fed survey of business conditions as slightly more positive than the July report. But he said companies continue to worry about threats, including economic weakness in Europe.

Analysts said nothing in the report would discourage the Fed from helping the economy, if its policymakers saw the need for it.

"As long as activity grows at a rate that fails to bring down the unemployment rate, Fed action remains on the table," said Paul Edelstein, director of financial economics at HIS Global Insight.

The economy is still struggling to gain traction more than three years after the end of the Great Recession in June 2009. The Fed report said that six of its districts reported weaker demand in manufacturing. And it highlighted concerns about a severe drought affecting cotton, soybean and corn crops in its Chicago, St. Louis and Kansas City districts.

The report, known as the Beige Book, is released eight times a year. It's based on information that the Fed's 12 regional banks gather from business contacts around the country.

At its last policy meeting on July 31-Aug. 1, the Fed took no action. But the minutes from that meeting signaled that Fed officials might act as soon as September, possibly by launching a fresh round of bond buying. The goal of the bond purchases would be to lower long-term interest rates to encourage more borrowing and spending.

The minutes showed that Fed officials spoke with increased urgency about the need to provide more help for the U.S. economy. Many officials felt further support would be needed "fairly soon" unless the economy improved significantly.

The Fed has already sought to drive down long-term rates by buying more than $2 trillion in Treasury bonds and mortgage-backed securities in two previous rounds of bond purchases. These purchases are known as "quantitative easing."

Mice given a single dose of a flu vaccine including PEI via a nasal droplet were completely protected against a lethal dose of flu. This was a marked improvement over mice given the flu vaccine without an adjuvant or in formulations with other adjuvants.

The Oxford researchers now intend to test the PEI adjuvant in ferrets, a better animal model for studying flu. They also want to understand how long the protection lasts for. It is likely to be a couple of years before a flu vaccine using the adjuvant could be tested in clinical trials in humans, the researchers say.

'Gaining complete protection against flu from just one immunisation is pretty unheard of, even in a study in mice,' says Professor Quentin Sattentau of the Dunn School of Pathology at Oxford University, who led the work. 'This gives us confidence that PEI has the potential to be a potent adjuvant for vaccines against viruses like flu or HIV, though there are many steps ahead if it is ever to be used in humans.'

HIV, flu and herpes are some of the most difficult targets to develop vaccines against. HIV and flu viruses are able to change and evolve to escape immune responses stimulated by vaccines. There aren't any effective vaccines against HIV and herpes as yet, and the flu vaccine needs reformulating each year and doesn't offer complete protection to everyone who receives it. Finding better adjuvants could help in developing more effective vaccines against these diseases.

Most vaccines include an adjuvant. The main ingredient of the vaccine -- whether it is a dead or disabled pathogen, or just a part of the virus or bacteria causing the disease -- primes the body's immune system so it knows what to attack in case of infection. But the adjuvant is needed as well to stimulate this process.

While the need for adjuvants in vaccines has been recognised for nearly 100 years, the way adjuvants work has only recently been understood. The result has been that only a small set of adjuvants is used in current vaccines, often for historical reasons.

The most common adjuvant by far is alum, an aluminium-containing compound that has been given in many different vaccines worldwide for decades. However, alum is not the most potent adjuvant for many vaccine designs.

'There is a need to develop new adjuvants to get the most appropriate immune response from vaccines,' says Professor Sattentau, who is also a James Martin Senior Fellow at the Oxford Martin School, University of Oxford.

The Oxford University team found that PEI, a standard polymer often used in genetic and cell biology, has strong adjuvant activity.

When included in a vaccine with a protein from HIV, flu or herpes virus, mice subsequently mounted a strong immune response against that virus. The immune response was stronger than with other adjuvants that are currently being investigated.

The team also showed that PEI is a potent adjuvant in rabbits, showing the effect is not just specific to mice and could be general.

Another potential advantage of PEI is that it works well as an adjuvant for 'mucosal vaccines'. These vaccines are taken up the nose or in the mouth and absorbed through the mucus-lined tissues there, getting rid of any pain and anxiety from a needle. Mucosal vaccines may also be better in some ways as mucosal tissues are the sites of infection for these diseases (airways for respiratory diseases, genital mucosa for HIV and herpes).

Professor Sattentau suggests that: 'In the best of all possible worlds, you could imagine people would have one dose of flu vaccine that they'd just sniff up their nose or put under their tongue. And that would be it: no injections and they'd be protected from flu for a number of years.

'It's just a vision for the future at the moment, but this promising adjuvant suggests it is a vision that is at least possible.'

Expanding control, Syrian rebels run prisons

Al-BAB, Syria (AP) ? An elementary school hallway in this north Syrian city is now a prison.

Behind a padlocked gate sit 10 men, accused by the rebels who have taken over the city of theft, thuggery and spying for the regime of President Bashar Assad.

The head guard says all prisoners get three meals a day and one shower. All will be tried by the town's new legal council, and no one is mistreated, he says.

One alleged crook, however, has two black eyes.

"I flipped my motorcycle," he said, speaking within earshot of his captors.

An accused regime informer has a bruised face and red stripes on his arm, as if he's been lashed with a cord.

"I fell down," he said.

The Al-Bab prison is one of the many lockups rebels fighting against Assad's regime have set up after seizing areas from government forces.

These facilities report to no national or regional authority, causing concern among rights groups and leading to a wide range of practices.

One badly bruised captive told Human Rights Watch he'd been blindfolded and beaten daily for three weeks. Elsewhere, reporters from The Associated Press saw former regime soldiers frolicking in a swimming pool with their captors.

It is impossible to determine the number of rebel detention centers, but interviews with rebel commanders, activists, captives and human rights researches in north Syria ? plus visits to three facilities ? provide a window into the issue.

Little evidence has surfaced that rebels are practicing the widespread, institutionalized torture that human rights groups accuse Assad's regime of. But many prisoners bear bruises and scars from beatings and lashings.

A number of rebel groups acknowledge sending prisoners believed to have blood on their hands to the firing squad. Others realize the living are worth more than the dead and seek "blood money" from captives' families or try to exchange them for rebels held by the regime.

The captors also vary. Running north Syria's largest known rebel prison, in the town of Marea, is a barrel-shaped former truck driver nicknamed "Jumbo" who has a bullet lodged in his head from a gunfight with government troops. Others are run by civilian councils of lawyers, teachers and Muslim clerics who administer a mix of Syrian and Islamic law.

The lack of oversight worries human rights groups.

"It is extremely important that the opposition leadership send a strong message that the kinds of abuses we've seen are not acceptable and that those committing them will be held accountable," said Anna Neistat of Human Rights Watch, who is researching rebel prisons.

More than 17 months of unrest in Syria has killed more than 20,000 people, anti-regime activists say. The conflict has recently descended into a civil war between Assad's regime and rebels seeking to overthrow it.

Assad blames the violence on foreign-backed terrorists seeking to weaken the country.

While neither side appears to be approaching victory, rebels have recently pushed the army from a number of towns in the country's north, leaving them in charge of services like distributing fuel and bread and running prisons. Their fractured approach to administering justice shows how far they are from forming an alternative national government should Assad's regime fall.

North Syria's two largest prisons are run by the Revolutionary Council of Aleppo and the Countryside, which is closely linked to the area's largest rebel grouping, the Islamist Tawheed Brigade. The group holds hundreds of prisoners.

The AP was denied access to the group's main prison in Marea, north of Aleppo. But Neistat of the New York-based Human Rights Watch interviewed two prisoners in private during a visit this month. Both said they'd been beaten on the soles of their feet ? practice some rebel leaders say is permitted by Islamic law, an idea some Muslims dispute.

The improvised nature of the rebel lockups is clear in Al-Bab, 45 kilometers (28 miles) northeast of Aleppo.

Rebels took control of the city in a battle last month against regime forces holed up in the post office. After some fled, rebels stormed the building, throwing the dead bodies of government soldiers from the roof.

After the regime's withdrawal, local leaders formed a 12-person council to run the city's affairs. They opened the prison in the elementary school.

About 60 people have been through the prison this month, said Mohammed Nouh, the head guard. A prison office collects testimony from residents, and a judicial council of lawyers and Islamic clerics reviews cases. Most people are released in a few days, Nouh said.

The 10 alleged criminals in the prison one recent afternoon had all been caught in the last week, Nouh said. Each had a mattress and a pillow and access to a toilet behind a curtain down the hall. The guards brought plastic razors so the men could shave.

Nouh said the prisoner with the bruised head and arm was a regime spy.

"Lots of people said he's an informer, that he was giving coordinates to the regime," he said.

During an interview away from the guards, Mohammed Abeid, 42, said he'd been arrested because he worked for a government company.

"They arrested me because they say that I belong to the regime," he said. "It's not true."

He said he had not been abused, had eaten well and spoken to the judicial committee, which had yet to decide his fate.

The town's other lockup is a bare room in a former government agriculture office that now houses a rebel brigade.

Fifteen men surrendered to the brigade during the post office battle, and 10 were released after rebels determined they hadn't killed anyone, said Omar Othman, the group's commander.

Interviewed alone, the five remaining captives said they had not been abused and ate regularly, though they worried the rebels were using them to raise money by demanding ransom.

They had been divided by sect. Othman said three former police officers ? all Sunni Muslims like most of the rebels ? had been exonerated and would go home soon. The two others were military security officers and Alawites, members of the religious minority of Assad and many in his regime.

While denying that sectarianism influenced the group's decisions, Othman said the two men had repressed anti-regime protests and that the regime would want them back.

"We want a prisoner exchange, nothing more and nothing less," he said.

Other groups too have used captives to their advantage.

A rebel group in the Aleppo suburb of Kafar Hamra held 13 captured soldiers in their rural, three-story villa. While technically prisoners, the captives moved about freely, ate with the rebels and swam with them in the villa's pool.

All were Sunni Muslims in their early 20s who had been doing their mandatory military service when caught. Even when interviewed alone, they said they ate better with the rebels than they had in the army and trusted them to get them home.

"Why would I flee?" asked captive Mohammed Kilani, 22. "They are feeding me and giving me cigarettes and we play soccer together and they tell me they'll get me to my family."

A while later, the uncle of one of the captives paid the rebels $750 to release his nephew, a captured conscript from Damascus.

"It's fine," Jihad Khalid said of the money. "If they'd asked for more, we would have paid it."

Notre Dame suspends starting RB Cierre Wood

SOUTH BEND, Ind. (AP) ? Notre Dame suspended starting tailback Cierre Wood two games for violating team rules, leaving the Fighting Irish without their 1,000-yard rusher against Navy and Purdue.

Wood led the Irish in rushing last year with 1,102 yards and scored nine rushing touchdowns while averaging 5.1 yards per carry. Wood, a senior, played in all 13 games in 2011 with nine starts. Theo Riddick and George Atkinson III will likely be the Irish's top two ball carriers now that Wood is out.

Coach Brian Kelly also announced Sunday that junior defensive end Justin Utupo was suspended for the games against Navy in Dublin, Ireland on Sept. 1 and the home opener the following Saturday against Purdue.

"Our players are aware of the standards I set for our program and that failure to meet my expectations will result in consequences," Kelly said in a release. "Justin and Cierre violated our team rules so I've suspended them for the first two games of the season."

Utupo played in 12 games in 2011, primarily on special teams, and was a reserve defensive end on the most recent Notre Dame depth chart.

Earlier, Kelly suspended quarterback Tommy Rees and linebacker Carlo Calabrese for the season opener for their roles in a skirmish with police following an off-campus party in May.

The Irish have also lost starting cornerback Lo Wood for the season with a ruptured Achilles tendon. He underwent surgery on Wednesday.

Collin Mathias (won his fourth, best delegate award) and Nick McKay (took second place in his committee) participated along with FHN advisor, Kirk Vredevelt.? They also had a chance to see and learn about China and Chinese culture.

Mr. Kirk Vredevelt and 3 FHN Model UN students (Collin Mathias, Nick McKay, Dan Lance) left on Friday July 20 and arrived in Beijing, China, Sunday morning, July 22, to the largest rainstorm there in 61 years.? Mr. Vredevelt said, ?The Chinese are friendly and optimistic. The young people seem to be exploding with energy. ?

They first toured Tianamen Square, the Forbidden City and the Summer Palace. The Next day they went to the Great Wall; and on the third day, visited the National Museum of China and shopping via the subway.? Mr. Vredevelt said, ?My students said being in Beijing today(20 million people) is like watching New York City being built. Yes there is poverty and they have a long way to go, but they are on their way.?

The Congressional Coalition on Adoption Institute Foster Youth Intern's Report, Hear Me Now, has just been released.

The Foster Youth Internship program, created in 2003, provides opportunities for formerly fostered young adults to become congressional interns, where they learn about policies and the legislative process on foster care and adoption. The Foster Youth Internship program enables formerly fostered young adults to learn how to get their voices and policy recommendations heard. Listening to those who have been in care - the children that were in foster homes, institutions, and adopted, should be a top priority for any organization or agency that takes the title "child welfare" seriously. For all the lip service given about "the best interests of the child" it is the rare child welfare organization that asks those that were the children about their experiences or even more rarely, what needs to be done better.

According to the CCAI website:

  • 60 Members of Congress have heard the voice of former foster youth and are now educated about issues affecting their lives
  • 10 Congressional briefings have provided firsthand knowledge to policymakers

  • 37% of FYIs have gone on to pursue graduate, law, and doctoral degrees
  • 47% of FYIS enter careers in social service

Google's formula to retain women: Longer maternity leave

Many employers end up scratching their heads when women who are seemingly on the fast track to the corner office end up leaving their companies.

Google managers decided to use their expertise deciphering data to figure out why it was happening within their ranks.

A story in the New York Times titled ?In Google?s Inner Circle, A Falling Number of Women? discusses how the search engine giant used its own internal data to figure out why some women leave the firm. ?One of the best nuggets was buried in the next-to-last paragraph of the story.

?Another time Google was losing women was after they had babies. The attrition rate for postpartum women was twice that for other employees. In response, Google lengthened maternity leave to five months from three and changed it from partial pay to full pay. Attrition decreased by 50 percent.?

Bingo!

That piece of data ? albeit from a limited sample of corporate America ? points to a simple idea: If women can get some extra paid time to get their bodies and minds back on track after the baby comes they may be able to figure out how to make work-life balance a reality when they return.

Unfortunately, research from the Families and Work Institute shows employers are?cutting back on providing full pay during such leave.

Although employers have grown more likely to offer some form of paid maternity leave, they are becoming less likely to provide time off with full pay.

About 58 percent of employers provide some form of pay for maternity leave based on the latest survey, up from 46 percent in 2005. But only 5 percent of all employers offer full pay for new mothers, down from an estimated 6 percent in 2005.

Clearly Google is bucking the trend on this one in the United States although they are still not up to the standard set by Sweden, which offers workers more than a year of paid maternity leave.

The jury is out on whether such a generous amount of time off will help women crash through the glass ceiling. But you have to give Google kudos for realizing it has a problem keeping talented women on board, especially given the recent departure of a pregnant executive at the firm, Marissa Mayer, to run Yahoo.

Not that having maternity leave would have helped Google keep Mayer. She sparked a national debate last month when she said she planned to work through her leave after she gives birth.

No More Motorcycle Helmets in Michigan | The Daily Legal

August 24, 2012 -- In 2010, motorcycles made up only three percent of registered vehicles on the road. Yet, the National Highway Traffic Safety Administration (NHTSA) reports that motorcyclists accounted for 14 percent of all 2010 traffic fatalities. That year, 4,502 motorcyclists were killed and another 82,000 injured.

Per mile travelled, motorcyclists were 30 times more likely to be killed in a traffic accident than someone in a car.

Michigan's No Helmet Law

In April 2012, Michigan Gov. Rick Snyder signed a bill allowing motorcyclists older than 20 years of age to choose whether or not to wear a helmet while biking. The measure received bi-partisan support even though previous efforts to abolish the helmet law were met with vetoes.

The change in law is not a free for all. In addition to the age requirement, motorcyclists must have at least $20,000 in medical insurance on their motorcycle policy. Helmetless riders must also pass a safety course unless they have been licensed to ride for at least two years.

Yet, do those requirements ensure safety?

While many motorcyclists support the change and the increased freedom it provides, others are skeptical, claiming the lack of a helmet law will only increase traffic fatalities and raise insurance premiums. The Michigan Office of Highway Safety Planning estimates the change will result in 30 additional motorcycle deaths and 127 more incapacitating injuries each year.

Only time will tell if those estimates were overly optimistic. In just the first three months after the law's passage, there were 1,326 motorcycle crashes with 33 fatalities. Where usage was documented, 32 percent of riders did not use a helmet and 25 percent (72) of those helmetless riders suffered "incapacitating" injuries.

The Impact on Traffic Safety

With less protection during an accident, motorcyclists are now much more vulnerable and susceptible to serious injury and death. Drivers should be even more careful around motorcycles as the potential liability for injuring or killing a motorcyclist just went through the roof.

Motorcyclist who opt out of wearing a helmet must be extra vigilant while riding to avoid accidents and injuries without a layer of plastic and padding between their head and the asphalt.

Google mapping out Canada's  Nunavut territory with local community, Street View trike

Looking for somewhere remote, quiet and cold for retirement? You can't get much further out than Cambridge Bay -- hidden away in Canada's arctic Nunavut territory, this sleepy town is only reachable by plane, boat or Google Maps. Navigating its streets on the latter option is about to get a whole lot more detailed, too. The Maps team has started working with residents like Chris Kalluk to build what it hopes will be the most comprehensive map of the region to date. Mountain View's digital cartographers are training residents to use equipment like the Street View tricycle to take in the isolated territory's natural beauty while letting locals fill in the finer details (like roads, lakes and rivers) at community Map Up gatherings. "This is a place with a vast amount of local knowledge and a rich history," says Kalluk. "By putting these tools in the hands of our people, we will tell Nunavut's story to the world." Fittingly, the community's first mapping event saw local landmarks mapped out in both English and Inuktitut, one of the territory's official languages. Virginia Military Institute (SID): VMI Places 80 on Big South Presidential Honor Roll

CHARLOTTE, N.C. - VMI athletic programs placed 80 student-athletes on the 2011-12 Big South Presidential Honor Roll, which was released by the conference office Thursday.

To be named to the Presidential Honor Roll, student-athletes must maintain a grade point average of 3.0 (on a 4.0 scale) or better for the recently-completed academic year. All told, the league placed 1,547 out of 3,278 student-athletes ? 47.19 percent ? on this past year's listing.
